Troubleshooting steps. Any problem, call support for your computer. A normal screenshot will not work, take a picture of your screen with your phone and send it to them. It may be your video card or memory. You may need a different video card or memory chips.

Right-click on the Desktop in Windows

Select “Personalize”

Select Custom color

Set slider to 80 and then select “More”

Here’s the settings

Red 153
Green 204
Blue 204
Enter color #99cccc

Select Done

Slider should still be at 80.

Now slide it to 44 (42 Douglas Adams  The Hitchhiker's Guide to the Galaxy )

Windows 10 Desktop Flicker Problem

Right click desktop
Select Graphics Properties
Select Display
Set Refresh Rate 48Hz (default 60.020Hz)
See if this clears up screen flicker

Right click desktop

Select Personalize

Select your favorite color (example: teal)

How do you change the start menu color? To change the color of your Start menu, Start screen, taskbar and window borders

Right click the Start button, go to Settings > Personalization > Colors > Show color on Start, taskbar, and action center.

If you play with the settings below and your colors get messed up you can reset them to defaults. 

Right click desktop

Select Personalize

Select Custom Colors

Select More

Clear the color code starting with # and hit enter

Click on Done

Reselect your favorite color

Move slider to 81

Right-Click
Personalize

Upper left hand corner of screen, something happening, likely a cursor, because it's actually a DOS prompt.

Select cancel.

Examine upper left corner carefully. There is a little box. It does not show up in a Print Screen Capture. Watch the illusion around the screen. Open Windows Notepad and see the great illusion come to life. Look at the edge of the Notepad box. It's  A DOS box shadow, or is it?. 

With this setting you are seeing astigmatism if you have it.
